Children and Youth with Special Health Care Needs (CYSHCN)
In this program we promote connected systems of care for children and youth with special care needs from birth through transition to adulthood. We work with national, state, local, and community partners to help connect CYSHCN and their families to the health and related services they need to thrive.

  • Our program is part of the Thriving Children and Youth unit in the Office of Family and Community Health Improvement. We are guided by the National Framework for a System of Care for Children and Youth with Special Health Care Needs and the Blueprint for Change.

How Does the CYSHCN Program Help You Navigate Services?

    • We partner with local CYSHCN Coordinators to advocate for families. The coordinators help connect families to the resources and care services they need and support the development of systems of care for CYSHCN in their local communities.
    • We also support local contractors to help families with resources. The contractors help link families to community services like family support, care coordination, and health information. You can find information about how to get connected with services on our partners webpage.

Exceptional Family Member Program
EFMP Family Support Services offer elective nonclinical case management and we support families with accessing their health coverage, IEP/504, review respite options, etc. EFMP is a DOD program for all branches of service. Our EFMP team is embedded in the teams at JBLM CARES Autism Center, the Wounded Warrior Recovery Unit, and also on McChord. We do virtual, in person meetings at schools and homes at the discretion of all parties.

It is required to be enrolled so the military family (on active orders) is always assigned to an installation where they may receive care within 100 miles. However, family support services are elective for any branch and any medical condition.

No Shame in Your Brain – Youth Mental Health Communication Toolkit
HCA has launched a new mental health promotion campaign entitled “No Shame in Your Brain” directed towards youth ages 13-18. The campaign is bilingual in English and Spanish and promotes easy-to-access resources by text or phone for youth who want to connect and talk with someone. The campaign focuses on socializing mental health as a positive concept and celebrates the unique qualities of teens. The initial launch of the campaign is scheduled through April 8th, 2022. Ongoing campaign activities will compliment this work through September of 2022. This campaign is funded by the Systems of Care Grant from the Substance Abuse and Mental Health Services Administration (SAMHSA), which focuses on expanding the continuum of care for youth, families, and caregivers.

Partnership Access Line (PAL)
For Providers Only. Call 866-599-7257 Monday through Friday, 8 a.m. to 5 p.m., Pacific time, to be directly connected to a PAL child and adolescent psychiatrist. A State-Funded Program Providing Mental Health consultation for questions such as diagnostic clarification, medication adjustment or treatment planning

Teen Health Hub
The Hub features a curated online directory of youth-friendly information and resources on behavioral health, primary care, navigating the health care system, sexual and reproductive health, and teen dating and violence prevention. https://doh.wa.gov/teenhealthhub

Therapeutic Case Management (TCM)
In partnership with Pierce County Behavioral Health, Seneca’s innovative Therapeutic Case Management (TCM) program provides behavioral support and case management services to non-Medicaid eligible youth. TCM participants include youth who do not qualify for Wraparound with Intensive Services (WISe), youth who may be stepping down from WISe, or youth who would benefit from additional behavioral support and case management services. To ensure individuals are receiving appropriate services, referred youth are provided a screener prior to enrollment. This allows the Seneca team to review if TCM is an appropriate level of care or to make referrals for the right level of service.
